The Convention on the Facilitation of Maritime Traffic (FAL Convention) aims to streamline maritime transport by reducing unnecessary documentation and formalities for ships on international voyages. Adopted on April 9, 1965, and effective since March 5, 1967, the Convention addresses concerns about excessive paperwork required by customs, immigration, health, and other authorities related to ships, crew, passengers, and cargo.
Recognizing the complexities of international shipping, the Convention promotes a standardized documentation system developed by the International Maritime Organization (IMO) to enhance uniformity and simplicity in maritime operations. The Annex outlines rules to minimize formalities and specifies twelve essential documents required by public authorities, including the General Declaration, Cargo Declaration, and Crew List.
Moreover, the Annex provides "Standards" and "Recommended Practices" to guide authorities and operators in managing documentation efficiently during ships' arrival, stay, and departure. By adopting these measures, the FAL Convention seeks to facilitate smoother maritime traffic and reduce bureaucratic hurdles in the shipping industry.
